Gary Kuhn

For over 17 years, Gary has led IT and cybersecurity programs across the Intelligence Community and Department of Defense—where mission success depends on precision, accountability, and the ability to operate within strict regulatory frameworks.

His experience spans program and portfolio leadership at scale—managing multi-million-dollar budgets, overseeing global operations, and leading cross-functional teams of 100+ personnel. This includes directing complex efforts across dozens of subcontractors and concurrent technical task orders, where coordination and clarity are critical to performance. At the core of that work is disciplined execution.

Gary has built and managed programs using Earned Value Management (EVM), data-driven forecasting, and Estimates to Completion (ETCs) to maintain control over cost, schedule, and risk—while ensuring alignment with mission objectives. Equally important is regulatory fluency. Operating within FAR and DFARS environments requires more than compliance—it requires the ability to navigate, interpret, and apply these frameworks in ways that support both performance and growth.

Throughout his career, Gary also focused on the human element—leading, scaling, and supporting cleared teams in highly competitive environments where continuity, trust, and talent integration directly impact mission outcomes.
